Clerk of Court | Livingston Parish

Tom Sullivan was elected Livingston Parish Clerk of Court in November 1999. During his first term, he completed the professional education requirements for certification and was awarded the designation of Certified Clerk of Court by the Louisiana Clerks Association (LCCA). In 2002, he was elected to the LCCA board of directors as representative of District One, which includes nine parishes in southeastern Louisiana.

Tom’s election platform focused on improving customer service through implementation of modern technologies and the re-structuring of the Clerk’s office administration. This strategy proved to be highly successful, as Livingston Parish greatly improved the timely reporting of election night returns after he took office.

Tom also spearheaded the implementation of one of the first Internet-based e-commerce search systems for users to view and copy conveyance and mortgage records. This e-search system was later purchased by a national software firm and implemented in many other states. It became one of the company’s top selling products.

Tom regularly attends continuing education classes to keep abreast of new and changing laws affecting the Clerk’s office. He also strives to constantly improve efficiency, accuracy, and public service within the office. In addition, he was recently appointed to head a committee for the development of a new statewide portal for the search of conveyance and mortgage records. When completed, users will be able to access multiple Louisiana parish records through one common portal.

Tom has also compiled Livingston Parish’s first-ever ownership map in a joint venture with Livingston Parish Assessor Jeff Taylor. This project has proved beneficial for residents and companies seeking updated information on land ownership in the parish.

In addition, Tom headed the committee of parish elected officials that led the construction of the new Livingston Parish Courthouse. Opened in January of 2015, the 110,000-square-foot facility is home to the Clerk of Court, Sheriff, District Attorney, and the Judges of the 21st JDC. The secured facility also contains five courtrooms and a jury holding room. It is located steps from other parish buildings already on the site.

Prior to being elected Clerk of Court, Tom enjoyed a 30-year career in real estate sales, development, and appraisal projects. He received his real estate salesman license in 1973, broker’s license in 1980, and general appraisal certification in 1990. His real estate practice was under the family-owned brokerage, Tom Sullivan Real Estate, which opened in 1960 and was run by his parents, Tom and Weezie Sullivan. The real estate firm was closed upon the retirement of his father. Tom’s appraisal company, Appraisal Associates of Louisiana, was closed in 1999 after his election.

Tom is married to Teri Gully Sullivan. They have three sons and six grandchildren.
